Hungarian Prime Minister Ferenc Gyurcsany caused rioting by admitting that he and his party had lied about the state of their economy.
Should politicians be forced to tell the truth and risk such civil disturbances or would he have been better to keep winging it?

I think so. Basically because people make decisions on the info they get.
Usually people lie in the first place (in general) to avoid problems.
And I have told the truth in this post.

No politician lies, they just fail to answer the questions they are asked.
