Is there anyways the rules can actually be enforced? The rule in particular is rule 2 as I’ve noticed people still put swear words with stars but nothing ever seems to be done about it even though it's clear mod's read it and could alter the message...
Also is it necessary to have discussions which seem to have a lot of sexual remarks in them when this is meant to be a forum for all ages? If it is actually ok to do that then why have the rule about swearing?

The rules are enforced, however sometimes we don't always notice things such as stars in swear words. It is also sometimes difficult to edit/remove things from some peoples posts without changing what the person wanted to say.
We are now being more watchful of these sorts of posts though, and in future all posts that contain swear words with stars in, instead of letters, will be edited or deleted. This includes any posts that have already been posted that the mods come across.
If members do read any posts that break any rules, that seem to have gone un-noticed by the mods, then feel free to help us by PMing me or one of the other mods with a link to the post in question and details of how it is breaking any rules.

so does that mean when a mod quotes another user using swear words they are not checking what they are quoting?

It is possible that they just missed it, if it is something they are used to seeing on another board for example then it might not be as noticable. Or it could just be that if the word was edited then it would change the entire meaning of the quote. And what about when two mods have a sexual innuendo conversation? And its pointed out AND ignored by mods? That has not been ignored, it is being sorted and dealt with.

If mods break rules then they are punished just as any other member would be.

The moderators have dealt with the issue, it's now dead and buried as far as were concerned. We do our jobs as best we can, obviously we can't monitor the forum 24 hours a day, we therefore appreciate members mentioning any issues. In future, instead of creating threads regarding the issues that you have with the forum, can you please PM one of the moderators. Many thanks!
